Interview with the Regional Governor of Haskovo
Rayna Yovcheva: Shall we start now?
Interviewer: If you say.
R.Y.: You say... Just a joke before we start. Not long ago I was asked for an interview from a newspaper. They came, we talked, we wrote answers to questions they had asked...And after that it turned out we owe 200 euro for the interview. So let me ask in advance shall we have to pay for this interview, so that to be sure we can pay for it after that.
OK. I’m listening to you now.
I.: At first place I’d like to greet you with the coming soon the most Bulgarian holiday and to tell you that we are here a part of the students who work on the project "Komenski 1". It’s theme is "All together now - let's open doors in new Europe". This is a 3 years long project, it’s now the second year. We do the eTwinning project, too. The main topic is connected with the Labour market, the possibilities for realization, migration in searching better opportunities and better payment.
In this meaning we are specially interested to hear your opinion and the information which you could share with us on the theme. Would you tell us in what place is town of Haskovo in European Bulgaria.
R.Y.: At first place I’d like to thank for the greetings on the 24th of May and to greet you too, and via you to greet the teachers and the students of your school wishing to have the will and patience to fulfill the goals you aim.
As an answer to your first question I’d say that Haskovo stays in one of the first places, even it could sound not too modest. It’s a beautiful, clean and what is of big importance - a well preserved and growing town. It’s a fact that the borders of the town are moved several times during the last years, in town-planning come in more and more properties and definitely there is an interest from investors and young people, what is of big importance. This region is unique, because it’s situated on two borders and has the biggest Frontier Control Checkpoint in Europe - Kapitan Andreevo. This a region with very good characteristics, which is situated in a very important place, meaning roads, rivers, railway communications, etc. and at the same time it hasn’t developed enough.
As a Regional Governor I set my tasks for the next two years of my mandate. The first one is to create necessary conditions so to attract more investments, which are few now in Hakovo. Another very important thing, according to me is to find way to convince and to attract in Haskovo Universities to open here not only several departments. We don’t have University or another Higher Education Institute in our town, that’s why we loose young people. Haskovo isn’t a less significant town than Sofia, Varna, Plovdiv and Burgass. On these two things I work now and lay my efforts. I hope to the end of my mandate our town to have two branches of Universities or Institutes, and not only branches. Do you know, it turned out that it’s easier to start here a branch of European Institute, than of a Bulgarian. It’s a great paradox but there are less administrative obstacles.
Haskovo isn’t a city and maybe it’s his advantage, in addition it’s nice, developing town which should attract more young people.
I. :..and it’s a perspective town!
R.Y.: You’ve said that! I came to Haskovo 17 years ago and must tell you, then few people would say such thing.
I.: I’ve been here since 4 year and this is the way I feel this.
R.Y.: If a young man thinks so, it’s true for sure. It’s very good that you can see this perspective.
I.: Could you name the highest paid working environment and why?
R.Y.: No, I couldn’t say ...maybe in the private branch, not in the State administration as a lot of people think. I’ve always given as an example our jurists, who does a lot and very responsible work. They are several times less paid than their colleagues on private practice.
Nevertheless there is an interest in young people to work in the State administration and this is a good think. But we should do something to increase the salaries.
I.: Do you think people are interested only in good payment or they are led of how interesting is for them the job or the position?
R.Y.: I hope not to sound unrealistic if I say that people prefer to be busy with something pleasant. But according to me, the most often asked question at job interviews is about the salary. I was asked once by a friend of mine, "Do you enjoy your job?" I think it’s up to one if he enjoys his job, it depends on him how does he takes the responsibilities. Each job has it’s obstacles and we shouldn’t focus on them and complain of overloading. I think everyone should be able to look at the better side of his lob. I’ve been a teacher before that.
To say honestly I’m sorry I can’t return these years. Each year on 24th May, in the end of the school year I feel noble envy to colleagues seeing them with great piles of bouquets smiling and happy. At the same time if you ask teachers if they like their profession, the main thing they would share is about low salaries. It’s true but there is something very noble in this profession. After leaving school I worked in the Regional Union of Municipalities. The worst thing then was the late evenings work in the office. Then my child was 1 year old and I couldn’t find enough time to be with baby at moments he needed his mother. I missed him, too. I can’t forget my long business trips that separated me from home and family. That’s why I missed so many things of my child’s life.
On the other side are the positive answers to projects, the opportunities to grow up professionally...
